CCSD Welcomes New Executive Director of Capital Programs


Charleston, SC —Charleston County School District (CCSD) is proud to announce and welcome Reginald B. McNeil, II as its Executive Director of Capital Programs. McNeil joined CCSD in October with a responsibility of planning and managing an annual construction budget of more than $80 million supporting more than 80 of our schools and programs.

A native of Honolulu, HI, McNeil traveled abroad as a youth before settling in Los Angeles, California, for most of his childhood years. Upon graduation from high school, he enlisted in the United States Navy and quickly transitioned from enlisted to officer after graduating from the University of Memphis with a Bachelor of Science in Mechanical Engineering. He also holds a Master of Science in Construction Engineering from the University of Florida and is registered as a Certified Energy Manager with the Association of Energy Engineers.

McNeil transitioned from the United States Navy after 22 years of honorable service where he held a multitude of responsibilities leading multi-disciplined administrative and technical teams in accomplishing the vision of the Navy’s top leadership. His final position in the Navy was as the Assistant Public Works Officer in Indian Head, MD, where he was responsible for delivering a full spectrum of Public Works products and services while leading 196 personnel in managing a plant replacement value of $1.4 billion with $76 million in construction/services and an annual business volume of $87 million. His success in project management is most reflected in his tour as the Facilities Engineering and Acquisition Director for the Naval Facilities Engineering Command Europe Southwest Asia and Africa. As a warranted Contracting Officer, he also was responsible for 15 local nationals and U.S. government employees in the execution of design, construction, and facilities contracts valued annually at over $22 million. Inherent in his profession as a Civil Engineer Corps Officer, he participated and often led project teams in solving complex issues under critical time constraints. This was often the case when he served as a Requirements Officer for the Chief of Naval Operations for the Navy’s Expeditionary Combat Forces valued at $846 million.

McNeil’s other tours of duty include: Director of Production, Sicily, Italy; Aide to the Chief of the Civil Engineer Corps, Washington, DC; Field Training Exercise Officer, Equipment and Horizontal Construction Officer Naval Mobile Construction Battalion 74 “Fearless”, Gulfport, MS; Director of Facilities Maintenance, Millington, TN; Service Contract Manager and Shops Engineer, Diego Garcia; BIOT and Construction Manager, Albany, GA.

His awards include six Navy Commendation Medals, four Navy Achievement Medals and various unit citations and campaign awards.
